
The climate projections for 2050 do not depict a uniformly hostile world. Some territories, thanks to their latitude, water resources, or economic adaptability, will face significantly less severe consequences than others. Identifying these areas requires cross-referencing several frameworks, from raw physical risk to the robustness of national infrastructures.
ND-GAIN Index and Limitations of Climate Vulnerability Rankings
The American University of Notre Dame publishes the ND-GAIN, an index that assesses the vulnerability of states to climate change and their capacity for adaptation. It is based on 45 indicators covering food, water, health, infrastructure, and governance. This score has become the most cited reference for ranking countries according to their resilience.
The problem is that this ranking mechanically favors wealthy economies. A country with high financial resources receives a good adaptation score, even if its physical exposure to climate hazards is real. Switzerland, for example, ranks among the highest even as its glaciers melt at an accelerated pace and its alpine valleys experience more frequent flooding episodes.
Several analyses rely on the countries least affected by global warming to compile lists of “safe” destinations. These lists remain useful as a starting point, but they say nothing about local dynamics, resource tensions, or migration flows that will profoundly alter the landscape by 2050.

Mongolia, Iceland, Kyrgyzstan: Economies Less Affected by Warming
The Nordic European countries (Norway, Finland, Sweden, Iceland) often rank at the top of climate resilience rankings. This is partly justified: these territories benefit from moderate temperatures, abundant access to fresh water, and strong governance.
An analysis from the specialized site ClimateAdaptation.life provides a different perspective. By cross-referencing projections of climate impacts on GDP per capita by 2050, it identifies five economies classified in category A (low or relatively manageable impact): Mongolia, Iceland, Russia, Kyrgyzstan, and Norway.
The inclusion of Mongolia and Kyrgyzstan in this group is surprising. These Central Asian countries share several favorable characteristics:
- A high average altitude that tempers temperature increases and limits exposure to extreme heat waves
- A low population density, which reduces pressure on water and agricultural resources compared to densely populated South Asian countries
- Economies that are still largely pastoral, with almost no dependence on coastal infrastructure (ports, coastal industrial zones), unlike countries exposed to rising sea levels
The absence of a maritime facade eliminates the risk of coastal submersion, a factor that weighs heavily in the projections for 2050. Island nations and densely populated deltas, conversely, concentrate the heaviest economic losses.
Climate Adaptation in Northern Europe: What Scores Really Measure
Norway, Finland, and Iceland consistently rank at the top of resilience rankings. Their advantage lies in a specific combination: some of the most abundant fresh water resources in the world, efficient healthcare systems, and public budgets capable of financing energy transition and infrastructure adaptation.
These countries also rank high on the Environmental Performance Index for the quality of their environmental governance. In 2026, about fifteen European countries dominated the global climate ranking according to Euronews, confirming the overrepresentation of the continent in the top positions.
However, this favorable position masks emerging vulnerabilities. Warming is two to three times faster in Arctic regions than the global average. Norway faces the destabilization of its permafrost soils in the northern part of the country, threatening certain road and rail infrastructures. Finland is experiencing shorter winters, altering the forest cycles on which a significant part of its economy depends.

A good adaptation score does not mean an absence of impact. It means that the country has the means to absorb shocks. This nuance matters because it changes the nature of the decisions to be made.
Continental Temperate Zones and the Role of Altitude in 2050 Projections
Beyond national rankings, physical geography remains the primary filter. Regions located between 45 and 65 degrees north latitude, away from the coasts and at moderate altitudes, combine several natural protections against the most destructive effects of warming.
Mountain and plateau areas (Caucasus, high plateaus of Central Asia, certain regions of Canada) benefit from summer temperatures that will remain bearable even with several additional degrees. Access to meltwater and deep aquifers is a major asset compared to semi-arid regions that will see their groundwater decline.
The available data does not allow for a definitive conclusion on the exact evolution of agricultural yields in these areas. Some models anticipate productivity gains for cereal crops in central Russia or Canada, while others point to the increased instability of seasons as a limiting factor. The response varies significantly from one crop and soil type to another.
What Rankings Do Not Capture
A country may be physically less exposed to warming and still suffer massive consequences through ripple effects. Climate migration flows, estimated to reach several hundred million people by 2050 according to various international organizations, will exert pressure on host countries, including those classified as “resilient.”
Political stability and the capacity to manage population influxes are not included in any standard climate index. Yet, this will determine, in practice, the quality of life in territories considered spared.
No country will be completely safe from climate change by 2050. Mongolia, Iceland, or Norway combine real geographical and economic advantages, but their resilience will also depend on political decisions and investments that have yet to be made.
